Nope, no option for custom uploads. You gotta pick from the avatars on PlayStation Store. They're pretty cool, though!

Unfortunately, you can't upload custom avatars on PSN. But you can choose from a huge selection of avatars available on the PlayStation Store!

As of now, PSN doesn鈥檛 allow custom avatars. But hey, the store has a bunch of neat ones you can buy or get for free!
