Lol, nope! GTA 5 doesn't let Franklin or any of the main characters have a proper girlfriend in the traditional sense. You can hang out with other characters and do activities around Los Santos, but you can't get a girlfriend for Franklin. The closest thing to romance for him involves a few story-related activities, but that's about it!
Actually, Franklin does have a sort of ex-girlfriend situation in the game, but as for the gameplay, nope, no option to get him a new girlfriend. You're stuck with living the bachelor life, stealing cars, and causing mayhem instead.
