Nope, HSW (Haos Special Works) upgrades are exclusive to the PS5 version of GTA Online.

Unfortunately, PS4 players can't access HSW upgrades. You need a PS5 for that sweet performance boost.

I have both consoles, and I can confirm that HSW upgrades are only available on the PS5.
