Can You Get Over 10 in a Stat in Fallout 4?
Actually, I find it kinda pointless to go over 10 in a stat. The benefits you get above 10 are marginal compared to focusing on other areas of your character. Spread those points, folks!

Yup, gear and chems are your best friends here. Pop a Buffout for Strength, put on a Sharp helmet for Intelligence – improvise, adapt, overcome. Fallout 4 doesn't limit your greatness.

Yes, you absolutely can boost a stat over 10 in Fallout 4! The trick is to get your stat to 10 using the SPECIAL points you earn when you level up or by using the 'You're S.P.E.C.I.A.L.' book you find early in the game. Then, equip gear that boosts that particular stat. For example, wearing armor that adds +1 to Strength can push you over the top.
