Nope, can't install it like you would on a phone or PC. Chromebooks aren't really meant for that. But the web version works.
Been playing on my Chromebook for months without a hitch. Just use the browser version of Pokemon TCG Live. It's actually pretty sleek and runs well as long as you're not multitasking too much.
