Nope, you can't gift a skin you already own from your locker to another player. You'll need to buy it as a gift from the Item Shop.

Unfortunately, you can't gift something directly from your locker. You can only gift items directly from the Item Shop.

From personal experience, I can confirm: nope, you can't gift a skin from your locker. Only from the Item Shop!
