You can't directly gift funds on PSN, but you can buy PlayStation Store gift cards and give those as a gift. Your friend can then redeem the code and use it to buy whatever they want on the PlayStation Store.

I've given multiple PS Store gift cards to friends and family. It's super easy. You just buy the card, they redeem it, and use the balance however they wish.

Honestly, I think they should add a direct gifting feature. For now, gift cards are the way.
