Short answer: No, you can't gift gems directly in-game. Your best bet is going with a gift card for whatever platform they're playing on.

Nope, you can't directly gift gems to someone on MTG Arena. The game doesn't have a feature for transferring gems between accounts. But, you can buy them a gift card for the platform they play on (like the Apple Store or Google Play) and they can use that to buy gems themselves.

Negative. Direct gem gifting isn't a thing in MTG Arena. Kinda wish it was though, would make trading wins easier!

Nah, you can't. But honestly, just get them a prepaid debit card or a platform-specific gift card. Works out the same.
