Absolutely! In Fallout 4, you totally can give a settler just one bullet for their weapon, and they'll never run out when defending your settlement. It's like they make those bullets last forever. Just make sure the gun you're giving them actually uses the type of bullet you're handing over, or you'll have a settler trying to shoot mutants with harsh language instead.
