Nope, sorry to burst the bubble but you can't officially go back to North Yankton in GTA 5 after the prologue mission. The snowy city is only accessible during specific missions, and outside of those, there's no legit way to explore it freely. However, the modding community has created ways to visit North Yankton if you're playing on PC, but remember, this isn't officially supported by Rockstar Games.

Actually, no. Rockstar didn't put a ticket booth in GTA 5 for return flights to North Yankton. It's a one-and-done deal.
Short answer - No. Long answer - Still no, but with mods, kinda yes if you're on PC. Exploring North Yankton outside the mission is like finding a secret easter egg that's not supposed to be part of your basket.
