Nope, Liberty City isn't freely explorable in GTA San Andreas. You get a tiny taste during one mission, but that's it. Want to explore Liberty City properly? Grab a copy of GTA III or GTA IV.

Nah, you can't just pack your bags and go to Liberty City while roaming around in GTA San Andreas. BUT, there's a mission called 'Saint Mark's Bistro' which does let you fly over to Liberty City for a bit of mafia-style fun. It's not the full city, though, just a small part. So, I guess you can visit, but it's more like a peephole view rather than the full tourist experience.

Actually, you kinda can but only during one specific mission. The rest of the time? Liberty City is just a dream.
