Absolutely, you can have multiple characters in Fallout 4! Just start a new game and save it under a different slot. Your previous character's adventures won't be overwritten, so you can switch between saves to play different stories any time you feel like it.

Nope, only one character per game, unless you count reloading old saves as having 'multiple characters'.

Of course! I've got like, five characters myself. Variety is the spice of the wasteland life. Each playthrough feels fresh with different choices and builds.
