Nope, you can't heal Mr. Handy in Fallout Shelter like you do your Dwellers. Once his health runs out, he's kaput and you'll have to get a new one. But don't worry, he's pretty tough and can handle a lot of damage before going down!
Unfortunately, no health packs for Mr. Handy! Once his HP hits zero, you'll need to replace him. It's all part of the Vault management fun. Just keep him away from those nasty radroaches and he should serve you well for a good stretch.
