I mean, you can, but why focus on SPECIAL when you can hoard bobbleheads and look cool doing it?

Absolutely! You can boost your SPECIAL stats in Fallout 4 in a few ways. Every time you level up, you get the option to put a point into any of your SPECIAL stats instead of choosing a perk. Early on, grabbing a few 'You're S.P.E.C.I.A.L.' books in the game also gives you an extra point to slap onto your stats. And don't forget to keep an eye out for bobbleheads scattered across the wasteland; each one permanently increases one of your SPECIAL stats by a point.
