Direct control? No. Indirectly? Yes. Turn off your recruitment radio beacons and don't build them in new settlements if you're satisfied with your numbers.

Yep, you absolutely can limit your settler count in Fallout 4. It's all about managing your recruitment radio beacon. If you want more settlers, make sure that beacon's on and broadcasting. Once you've hit your happy number, simply turn it off to stop more from arriving. Also, keep in mind the settler limit is tied to your Charisma level - base Charisma of 10 plus 10 bonus settlers, though you can boost this with gear and consumables for more!

Here's the deal: managing settlers is more about managing resources. Too many settlers and you might not keep up without some serious dedication. So, yeah, manage those radio beacons and maybe spread out resources across settlements to keep things balanced.
