Sadly, linking PUBG Xbox to PC isn't possible. You'll have to make separate accounts for each platform.

PUBG Xbox and PC accounts stay independent. For cross-platform play, only console players get to party together.

Nope, you can't link your PUBG account from Xbox to PC. Console and PC accounts are completely separate, unfortunately.
