Nope, you can't create a Dungeon biome in Terraria. The Dungeon is a unique biome that's generated when your world is created, and its layout and entrance are set from the start. You can expand it or decorate it, but you can't create a new one from scratch.

Short answer: No. You can only modify the existing one.
Actually, you kinda can but not really. While you can't create a new Dungeon biome in the sense of making one from scratch, you can expand the existing Dungeon by using Dungeon bricks. However, the unique Dungeon enemies will only spawn in the original Dungeon area determined at world creation.
