Absolutely! You can make it rain in Terraria by using the Rain Cloud, which is a craftable item. You just need to get your hands on a Water Bucket and some Shiverthorn, then craft it at a Heavy Work Bench. Voila, let the showers begin!

Yeah, rain can happen naturally in Terraria, but if you wanna play god, just craft a Rain Cloud. Super easy and lets you control when the downpour starts.

I made it rain during a boss fight once by accident. Was going for dramatic effect with my Rain Cloud and ended up making the battle 10x cooler. So, yeah, you totally can make it rain whenever you want.
