Yep, you can totally craft Nuka Grenades in Fallout 4. You'll need to snag the Nuka-World DLC first though. Once you've got that, find yourself a Chemistry Station, and mix up some Grenade ingredients like Nuka-Cola Quantum, Aluminum, Adhesive, and Nuclear Material. The explosion from these bad boys is epic!

Totally can, and let me tell you, nothing clears a room of ghouls faster than a Nuka Grenade. Got the recipe after I downloaded Nuka-World. It's like mixing a mini nuke with your favorite soda. 10/10 would recommend.
