Yep, you sure can! Once you snag the Contraptions Workshop DLC, you'll be able to craft shotgun shells to your heart's content at the ammunition plant. Just stock up on the needed materials and you're good to go. Happy crafting!

Actually, making your own ammo is a breeze with the right DLC. I spent an entire weekend just stocking up on shotgun shells. It's pretty satisfying, not gonna lie.
