Yes, you totally can manufacture energy ammo in Fallout 4, but you'll need the Contraptions Workshop DLC. Once you've got that, just set up an Ammunition Plant at your settlement, power it up, and select the energy ammo type you wanna produce. Stock up on the required materials, and you're good to go!

Actually, energy ammo crafting in Fallout 4 isn't a base game feature. You gotta have the Contraptions Workshop DLC. Then, it's all about having the right materials and enough power to your Ammunition Plant. Easy peasy after that!
