Yes and no. You can't craft a brand new set outta thin air, but you can heavily modify and upgrade existing suits. So, find yourself a nice set of Power Armor and start making it your own with all those mods and paints!

Nah, you don't really 'manufacture' Power Armor from the ground up. You find it, loot it, or pry it from the cold, dead hands of your enemies. After that, the world's your oyster with upgrades and customizations.
