Nope, you can't max out all the perks in Fallout 76. Each SPECIAL stat caps at 15 points and you only get so many perk cards as you level up. You've gotta make some tough choices about where you wanna specialize. But hey, it's all part of the fun, figuring out the best build to suit your playstyle!
