Absolutely, you can max out all the perks in Fallout 4, but it's gonna take some serious grinding. First off, there's no level cap, so technically you can keep leveling up and earning those precious perk points. Just be prepared to put in the hours, because leveling up takes longer the higher your level gets. So, stock up on those Nuka-Colas for the long haul!

Sure you can, but why would you want to? Half the fun is in the choices you gotta make. Maxing out everything just seems... excessive.

Been there, done that! Maxed out all my character's perks. Took forever, and I mean, FOREVER. But the feeling of being a post-apocalyptic god? Priceless. Hint: focus on quests and challenges that give you maximum XP. And patience, lots of it.
