In Animal Crossing: New Leaf, villagers are pretty much like determined little real estate moguls; once they pick a spot, they're sticking to it. So, no, you can't move their houses. It's a feature I wish existed every time a new neighbor decides to block my ocean view.

Unfortunately, nope. In Animal Crossing: New Leaf, once a villager decides to set their roots down, that's pretty much it. You can't move their houses. It's like they signed a 100-year lease. Your best bet is to work around their location or convince them to move out if you're aiming for a specific layout.
