In Splatoon 2, you can't directly pick your teammates in regular or ranked battles, but you can form teams in the Private Battles mode with friends!

You can set up your own Custom Match (Private Battle) and invite friends to pick your own teams. I do it all the time!
Nope, teams are randomized in the regular public matches.
