Totally, you can place junk in Fallout 76, but not directly as decoration or furniture in your camp. You gotta scrap that junk first to get crafting materials. Then, you can use those materials to craft items and build parts of your settlement. So while you can't just drop a teddy bear on your bed as decor, you can use the materials it gives you to make something else.
