Yep, as long as you're playing solo or with friends in local co-op, no Xbox Live needed. But no dino taming with friends online without it!

Yes, you can play Ark on Xbox without Xbox Live if you stick to single-player mode or local split-screen co-op. But for online multiplayer, you'll need Xbox Live Gold.

From personal experience, single-player mode and split-screen co-op work fine without Xbox Live. But if you want to join those epic online servers, you'll need that Gold membership.
