Unfortunately, not all PS3 models can play Burnout 3. Only the initial fat models with backward compatibility support it.

Yes, you can play Burnout 3 on the PS3, but only if you have one of the early models that support backward compatibility with PS2 games. So, dust off that old fat PS3 and get racing!
