Yep, you can jump right into Deltarune! It's more fun if you've played Undertale, but not necessary at all.
Deltarune stands on its own. However, you'll miss a lot of the inside jokes and references from Undertale. So proceed with caution!
From personal experience, I jumped straight into Deltarune and still had a blast! It's self-contained enough to enjoy on its own.
