Yes and no. You can't avoid all combat since it's a core part of the game, but you can minimize it. Focus on stealth, use non-lethal options when you can, and run away a lot!

You sure can! I've spent hours just scavenging for materials and perfecting my settlements. There's so much to explore and collect, you can easily spend most of your time out of combat.
