Yeah, you totally can use a controller with Fallout 4 VR, but just a heads up, it’s not officially supported by Bethesda. This means you might have to rely on some third-party tools or tweaks to get everything working smoothly. Most people go with using SteamVR’s controller binding feature to map the controls to an Xbox controller or something similar. It's a bit of a workaround but it usually does the trick!

Short answer: Yes, but it's kinda like fitting a square peg in a round hole. You're better off using the motion controllers for the full experience.

Actually, I've been playing Fallout 4 VR with an Xbox controller for a while now. Had to tinker a bit with the settings and use some SteamVR magic, but once you get it configured, it's pretty solid. Sure, motion controllers are the way it's meant to be played, but if you're set on using a controller, it's definitely doable.
