Absolutely, you can roam the wasteland of Fallout 4 without ever touching a settlement if you don't want to. Building is totally optional and not required to progress in the main storyline. You might miss out on some side quests and the joy of creating your own post-apocalyptic refuge, but you won't be blocked from the main quests or exploring the vast wasteland!

Nah, you're not missing much by skipping the settlement building. The real fun is in the quests and exploration anyway.

Settlements? More like optional-ments! I played through the whole game and barely built a thing. The storyline and exploration are where it's at.

Yep, totally doable. I barely touched the settlement stuff and had a blast just exploring and doing quests. The building part is more like an extra for those who enjoy it.
