Nope, you can't play Fallout 4 without Steam if you bought it on Steam. It's like trying to ride a bike without wheels. Steam is what powers the whole thing, managing your game's updates and saves. But if you're playing a physical copy on a console, then Steam isn't in the picture.

Actually, there's a workaround if you really can't stand Steam running in the background. You can set Steam to offline mode. This way, Steam has to be running, but you're not connected to the internet. It's like having your cake and eating it too, but remember, some features won't work offline.
