Nope, you can't play GTA Online without having GTA 5. GTA Online is actually a component of GTA 5, so you need the base game to jump into the online world and cause chaos with friends.

First-hand experience speaking - tried to access GTA Online on a friend's console without GTA 5 installed, and it was a no-go. Had to install GTA 5 first!

Def not. You absolutely need GTA 5 to get into GTA Online. It's like wanting to drive a car without the keys. No base game, no online mayhem!
