Nope, Mario Kart is a Nintendo exclusive and isn't available on Steam or for the Steam Deck directly. BUT, if you're determined, there's a workaround: Steam Deck runs on a Linux-based system that can be tweaked to run a Nintendo emulator. This isn't officially supported, and you'd need to own the game legally to download a ROM, but where there's a will, there's a way!
