Without PlayStation Plus, you can't play NHL 19 with friends online. Offline modes are still available though!

Short answer: no. PlayStation Plus is required for online multiplayer games, including NHL 19. Even for couch co-op, you鈥檒l need at least some form of subscription in many cases.
