You can to an extent! Use Incense or Lures at PokéStops to attract Pokémon to you. Also, certain events and sometimes Pokémon will come to you if you're stationary.

I've tried playing without walking. While you can catch some Pokémon with Incense, it’s nowhere near as fun or effective.

Sort of! You can use Incense to attract Pokémon to your location, and sometimes they'll appear without you moving around. But let's face it, walking is half the fun!
