Yeah, you totally can play many Steam games offline! First thing, you gotta make sure you've set Steam to 'Offline Mode.' This way, it won't try to connect to the internet every time you start it up. Also, make sure you've already downloaded the games you wanna play 'cause you can't download anything new without an internet connection. Not all games will work offline though, especially those that need a constant internet connection for multiplayer or online features.
Absolutely, playing Steam games offline is a lifesaver for me. Just last week, my internet went out, and thanks to Steam's offline mode, I still had access to most of my game library.
