You're able to attack another player's base, but there's a system in place where the game marks you as 'Wanted' for attacking someone without provocation. This puts a bounty on your head that other players can collect, making you a target. Plus, you can only do a limited amount of damage unless the other player retaliates. So, raid at your own risk!
