Absolutely, but there's a catch. You gotta reach level 10 in any S.P.E.C.I.A.L. skill and then find the corresponding Bobblehead. It's a bit of a treasure hunt, but totally worth it for that sweet, sweet 11.
Done it myself! Maxed out my Charisma to 10 early on, then stumbled upon the Charisma Bobblehead in the wild. Boom, 11 Charisma! Made convincing the Commonwealth's folks to see things my way a breeze.
Nope, don't bother. Just focus on your perks instead. Getting to 11 is a cool party trick but won't make or break your game.
