Absolutely, you can! I gifted my buddy a game once, and he realized his PC couldn't run it. We got the refund no problem since he hadn't redeemed it yet. Just make sure the gift hasn't been added to someone's library yet, and you're within the refund window.

Yeah, you can totally refund a gift game on Steam! The person who bought the gift can request a refund as long as the gift hasn't been redeemed and it's within Steam's standard refund period, which is within two weeks of purchase and with less than two hours of playtime. Just make sure to have the giftor initiate the refund request.
