Nope, you can't regenerate to dodge a Condemn. Condemn puts the creature on the bottom of the owner's library, so regenerating doesn't work because the creature isn't being 'destroyed.' Think of it like a magic trick where the creature gets sent to a different dimension where regen powers don't reach.

Short answer: No. Regeneration shields a creature from destruction, not from being tucked away into a library. Condemn skips the whole destruction step.
