Nope, you can't remove clothes in Fallout 4 during character creation. Bethesda decided to keep things PG right from the get-go. You start fully clothed and that's that. But don't worry, there's plenty of apparel customization after you dive into the wasteland!

Actually, in Fallout 4, you're stuck with your default outfit in character creation. No nudie run from the start, folks. But, hey, once you're out in the world, apparel options are vast. Happy looting!

Short answer? No. Your character starts in pre-war casuals, and there's no option to change or remove these at the start. But the real fashion show begins when you step into the Commonwealth!
