Nope, once you choose a perk in Fallout 4, you're stuck with it. The game doesn't offer an official way to reset your perks, so choose wisely! Your build is pretty much permanent unless you use mods on PC or start a new game.

Actually, there's no built-in reset option, but there is a workaround if you're really desperate. If you play on PC, mods can help you reset perks. Otherwise, your best bet is to plan your build carefully or start fresh.
