Actually, there's a sorta workaround if you're on PC. You can use console commands to remove perks and then add the ones you want. But, remember, this can mess with your game and is not an official feature, so use it at your own risk.

Nope, you can't reset perks directly in Fallout 4. Once you've chosen a perk, you're pretty much stuck with it. The game doesn't have a feature for reassigning perks once they're selected. So, choose wisely or be prepared to start a new character if you're not happy with your choices!
