Nah, you can't ride the USS Constitution in Fallout 4. BUT, you can get it to fly with the right quest. It's more of a 'watch it majestically sail the skies' kinda deal than an 'all aboard' situation.

You can't technically 'ride' it as in piloting or controlling it, but you play a part in getting it airborne again. So you're involved, but it's not like you can steer it through the Commonwealth.
