Nope, you can't romance Sturges in Fallout 4. He's a handyman and a pivotal non-player character, but when it comes to love, he's not an option. Bethesda decided not to put him on the romance roster, so you'll have to look elsewhere for wasteland companionship. There are plenty of other fish in the sea... or, well, other companions in the wasteland!
Actually, romance isn't on the table with Sturges, but that doesn't mean you can't build a meaningful relationship with him and other characters through your adventures and choices in the wasteland. Fallout 4's all about forming those deep connections, just not the romantic kind with Sturges.
