Tried it. Ran Stardew Valley for that chill farming vibe while grinding levels in a less chill RPG. My PC handled it fine, but my brain? Not so much. It's doable if your PC's up for it, and you're up for the challenge.
Yes, but why? Playing two games at the same time sounds like trying to juggle while riding a unicycle. Technically possible, but your performance (and enjoyment) might take a hit.
