Yep, you absolutely can sacrifice at instant speed in Magic The Gathering, but! And this is a big but, it totally depends on the ability of the card you're using. Some cards specifically say you can only use their ability at certain times, like during your turn, but plenty of others don't have that restriction. So if the card doesn't say you can't, you're good to go during anyone's turn, anytime you could cast an instant.

No way, that's not how it works. You've gotta follow the card rules, and most of the time, they won't let you do stuff like that whenever you want.
